EPR Registration with Authority
Required. Packaging producers must register/notify their producer responsibility with the Swedish Environmental Protection Agency (Naturvårdsverket) before making packaging available on the Swedish market.
EPR Scheme / PRO
Competing PROs
Are PROs legally required to have a not-for-profit objective?
Yes, effectively under the approved PRO model. Swedish law requires a packaging PRO to have the purpose of preventing and managing packaging waste, and it may use its revenues only for activities connected with its statutory obligations or for repayments to the producers that engaged it. This prevents normal profit distribution from the regulated PRO activity.
Authorised Representative
Required
AR applicable date
12 August 2026 for the mandatory PPWR authorised-representative requirement applicable to the relevant cross-border direct-to-end-user cases involving a producer established in another EU Member State.
Packaging Covered
Both private-use/household and business/non-private-use packaging are covered. For reporting and fee allocation, Sweden distinguishes packaging intended for private use from packaging not intended for private use. Packaging intended for private use is packaging normally used by private persons or by both private persons and businesses; B2B packaging is not generally exempt.
De-minimis Threshold
No threshold
Small Producer / SME Rules
No general SME or microenterprise exemption from packaging EPR. PPWR defines a microenterprise as an enterprise with fewer than 10 employees and annual turnover or annual balance-sheet total not exceeding EUR 2 million. Microenterprise status can affect who is identified as the producer in certain own-brand/contract-manufacturing scenarios, but it is not a blanket exemption; producer responsibility otherwise applies regardless of quantity.
Reporting Frequency (depending upon volume)
Reporting frequency depends on packaging fees: < SEK 120,000/year: Quarterly. > SEK 120,000/year: Monthly.
Reporting Period
Monthly/quarterly reporting to the PRO; annual reporting to the Swedish EPA is handled separately. Quarterly deadline is generally the 25th of the month following the quarter.

Criteria
Current modulation is primarily based on material recyclability/design for recycling. Authority’s 2026 reporting model uses Green (compatible with material recycling), Yellow (limited compatibility) and Red (not compatible) levels. Plastic uses three recyclability levels; paper/cardboard uses differentiated compatible versus limited/not-compatible categories, while other materials currently have simpler material fee categories. Packaging quantity also affects the fee.
