🇮🇪 Ireland EPR

EPR Registration with Authority

PPWR Article 44 requires a national register of packaging producers and registration in each Member State where a producer first makes packaging or packaged products available. Ireland has designated competent authorities for PPWR implementation through S.I. No. 541/2025, but as of 18 August 2026 a dedicated, fully operational public Article 44 packaging producer register/procedure has not yet been published. In practice, the existing Irish EPR structure continues: major producers must be members of Repak, while local authorities enforce the national Packaging Regulations. Businesses should monitor EPA/DCEE guidance for the new PPWR register.

EPR Scheme / PRO

Single PRO

Are PROs legally required to have a not-for-profit objective?

No. There are no legal restrictions on PROs’ legal form, ownership or profit objective. However, Ireland’s current approved packaging PRO, operates on a not-for-profit basis

Authorised Representative

PPWR system not in place yet. From 12 August 2026, PPWR Article 45(3) applies directly: a producer covered by the relevant cross-border producer categories and established in another EU Member State must appoint, by written mandate, an authorised representative for extended producer responsibility in Ireland when first making packaging or packaged products available in Ireland.

AR applicable date

12 August 2026 under the currently applicable PPWR Article 45(3), subject to any later EU amendment. But Ireland has not yet published a dedicated national packaging AR registration procedure.

Packaging Covered

  • Household packaging (B2C)

  • Industrial packaging (B2B)

De-minimis Threshold

Dual threshold (10,000 kg AND €1,000,000 turnover)

Small Producer / SME Rules

Businesses below the Irish ‘major producer’ test are not currently required to join PRO solely under the legacy national threshold, but they remain subject to general packaging-waste obligations. PRO also offers different membership models for smaller/medium businesses. Under PPWR, microenterprise status can affect who is treated as the producer in certain own-brand/contract-manufacturing situations, but it is not a blanket exemption from EPR or packaging compliance.

Reporting Frequency (depending upon volume)

Bi-annual for regular PRO members. Frequency is generally linked to the PRO membership/reporting arrangement rather than a simple tonnage threshold.

Applicable?

Yes

Effective Date

Already in place

Criteria

Current PRO fees depend on packaging material/category, weight/tonnage placed on the Irish market and the applicable eco-modulated tariff structure. Modulation is intended to reflect environmental performance/recyclability and the net necessary cost of collection and recycling. PRO’s design guidance focuses on design-for-recycling factors such as material combinations, separability and compatibility with Irish collection/sorting/recycling systems. PPWR will later require EPR modulation to use harmonised recyclability performance grades.
