EPR Registration with Authority
Required from 12 Aug 2026 under PPWR: every producer must be registered in Belgium’s national producer register (EPRIBEL) before making packaging available.
EPR Scheme / PRO
Accredited collective EPR system for household packaging and industrial & commercial packaging. A company with both streams may need both schemes. Self-compliance/direct reporting to the IRPC is legally possible in relevant cases, but collective PRO participation is the normal route.
Are PROs legally required to have a not-for-profit objective?
Yes. Belgian law requires an accredited packaging compliance organisation to be constituted as a non-profit association (Cooperation Agreement, Art. 9).

De-minimis Threshold
Split-year 2026 rule: up to 11 Aug 2026, the Belgian take-back obligation applied from 300 kg/year of packaging. From 12 Aug 2026, PPWR removes the Belgian 300 kg de-minimis for producer EPR/registration; producers are subject regardless of this former threshold.
Small Producer / SME Rules
No general 300 kg EPR exemption from 12 Aug 2026. Before that date, companies below 300 kg/year were exempt from the take-back obligation. Prevention-plan thresholds remain separate: $\ge 300$ t/year one-way packaging placed on the market, or $\ge 100$ t/year one-way packaging packed in Belgium.
Reporting Frequency (depending upon volume)
Annual. Declarations are submitted once per year, normally by 28 February for packaging placed on the market in the previous calendar year. Direct statutory reporting to the Authority is due by 31 March. 2026 requires a split at 11/12 Aug where the liable producer changes under PPWR.
Reporting Period
Calendar year. The declaration covers the previous calendar year’s packaging. For 2026, data may need to be separated between packaging placed on the market up to 11 Aug 2026 and from 12 Aug 2026 onward where PPWR changes the responsible producer.
