Required. Producers of packaged products (or their authorised representatives where applicable) must register in Spain’s national Registro de Productores de Producto (RPP) – Packaging Section, administered by MITECO’s Subdirectorate General for Waste.

Are PROs legally required to have a not-for-profit objective?
Yes. Under Article 50(1) of Law 7/2022, producers choosing collective compliance must constitute an association or another legal entity with its own legal personality and a not-for-profit status.
Authorised Representative
Required for producers established outside Spain that market packaged products in Spain. Under Royal Decree 1055/2022, foreign producers must designate a natural or legal person established in Spain as their authorised representative for producer obligations.
AR applicable date
Already required under Royal Decree 1055/2022 and remains applicable in 2026. From 12 Aug 2026 the PPWR producer definition applies.

Small Producer / SME Rules
Producers placing less than 15 tonnes of packaging on the Spanish market per year may use the simplified annual authority declaration.
