De-minimis Threshold
General tax-free / contribution-free threshold: 50,000 kg of packaging per calendar year. The threshold remains in place for 2026. Defined logistics aids are excluded when determining the threshold. The threshold does NOT apply to deposit packaging or in-scope SUP packaging: registration/declaration obligations arise from the first relevant deposit or SUP packaging unit.
Small Producer / SME Rules
A producer below 50,000 kg generally does not have to register with Verpact, but it must maintain records demonstrating that it stays below the threshold. Deposit packaging and SUP packaging remain exceptions.
